BI-WEEKLY SALARY RANGE:     $3,108.80 - $3,730.40

GENERAL STATEMENT OF DUTIES:  The principal function of an employee in this class is to prosecute misdemeanor cases in Twin Falls and provide legal training for the Police Department. The person in this position readily interacts with other city employees and external agencies to provide legal advice and counsel. Positions in this class perform duties within a general scope of responsibilities, may advise higher management on functional needs, and assist in the development of policies and procedures. The principal duties of the position are performed in a general office environment. Alternative work schedule available with every other Friday off. 

  • Handles criminal cases in court. Responsibilities include attending arraignments, pretrial conferences, pretrial hearings, court trials, jury trials, sentencing hearings and probation violation hearings.
  • Prepares files for court. Reviews all police reports and citations for each assigned case. Checks prior criminal record for each assigned defendant. 
  • Communicates with pro se defendants, defense counsel, witnesses, victims, and victim witness coordinators in a timely manner; 
  • Uses case management software system to update case files as cases progresses from arraignment through resolution. Assigns tasks to support staff and successive attorneys using the criminal case management system.
  • Researches and writes memoranda and briefs on various criminal case related issues.
  • Argues the City`s position in motions in limina, prepares trial notebooks and addresses evidentiary issues, drafts arguments for Breath Alcohol Concentration (BAC) hearings, and appellate briefs.
  • Researches and drafts training materials for law enforcement and general employees.
  • Presents training materials to police personnel and general City employees. Provides advice to police officers. Prepares memoranda for senior attorneys or division managers for delivery to internal customers and City leaders.
  • Assists the City Attorney and other attorneys in a variety of legal matters such as civil litigation and legal research and preparing legal documents.

QUALIFICATIONS:   A Juris Doctorate degree from an accredited law school; licensed with the Idaho State Bar; and a preferred minimum of one year of courtroom experience in either a criminal or civil context.   Applicants should possess a work history which demonstrates strong organizational skills; an above average ability to prepare excellent written and oral communications; initiative and confidentiality; the ability to use good time management skills; strong interpersonal skills; effective public speaking; proficiency in legal research and writing; ability to interpret various statutes and code sections; understanding of relevant case law; an attitude of cooperation and the ability to work harmoniously with all levels of City employees, the general public and other organizations. 

Final applicants must be able to successfully pass a City of Twin Falls background investigation which may include a polygraph examination. Successful completion of reference checks, driving record check, education verification and a criminal history check are also required.
