Program Supervisor Pre-Employment Transition Services
Base location, Twin Falls: 650 Addison Avenue West, Suite 102 Salary: $33.00 per hour (40 hours per week) This position may be filled prior to the closing date on the job posting.

Position Purpose
As a supervisor in the Pre-Employment Transition Services (Pre-ETS) program within IDVR, this position provides direct supervision for a Pre-ETS program team. This position works collaboratively with the Pre-ETS Program Manager and other Pre-ETS Program Supervisors to develop, implement, and coordinate the activities of the Pre-ETS program across the State of Idaho.
Key Responsibilities
- Lead and support the Pre-ETS program team, including talent acquisition, onboarding, training, development, and ongoing performance feedback. Conduct annual performance evaluations and address performance concerns in collaboration with the Program Manager.
- Ensure equitable distribution of workload, coordinating with the Program Manager to assign coverage or delegate caseloads during vacancies or staff leave.
- Collaborate with the Program Manager and team members to develop program goals and individual staff goals.
- Build and maintain strong working relationships with Local Education Agencies (LEAs) and other partners to support effective delivery of Pre-ETS services.
- Ensure compliance with all policies, procedures, and federal regulations related to Pre-ETS and Vocational Rehabilitation (VR), and confirm that team members understand and follow these requirements.
- Review pre-case and General VR casework for accuracy, quality, and compliance, and implement corrective actions when needed.
- Monitor fiscal authorizations to ensure they are timely, accurate, and compliant.
- Coordinate program activities with IDVR teams and internal/external partners to support overall program effectiveness.
- Review and approve administrative items such as timesheets and time-off requests for assigned team members.
- Participate in special projects that support or enhance the delivery of Pre-ETS services.
- Promote program outcomes and collaborative initiatives to strengthen IDVR outreach and communication efforts.

Minimum Qualifications
- Some knowledge of supervisory and management practices.
- Good problem-solving, time management, and project management skills.
- Good written and interpersonal communication skills.
- Must meet standards for a Qualified Rehabilitation Professional (QRP) as per the State Plan.
The above qualifications are typically gained by:
- Current Certified Rehabilitation Counselor (CRC) designation obtained through the Commission on Rehabilitation Counselor Certification (CRCC) or eligibility to sit for the CRC certification exam
- Graduation from a program accredited by The Council for Accreditation of Counseling and Related Educational Programs (CACREP) or the Commission on Rehabilitation Education (CORE) with a master's degree in Rehabilitation Counseling; or
- Current licensure as a Licensed Professional Counselor (LPC), or Licensed Clinical Professional Counselor (LCPC), or Licensed Clinical Social Worker (LCSW), or Licensed Masters Social Worker (LMSW), or Licensed Marriage and Family Counselor (LMFT or LMFT-A) issued by the State of Idaho Division of Occupational Licensing (IDOPL); or
- A Doctorate degree in Philosophy, Psychology, Counseling, Education, or Social Work plus a minimum of 2 years of relevant work experience; or
- Master of Social Work (MSW) degree plus a minimum of 2 years of relevant work experience; or
- Master of Special Education (MSpEd) plus a minimum of 2 years of relevant work experience; or
- Master of Marriage and Family Therapy (MFT) plus a minimum of 2 years of relevant work experience AND
- At least 2 years' of work experience in a vocational rehabilitation program
- Some prior experience working with students with disabilities in an educational or rehabilitation setting is also required
Specialty Qualifications
- Current driver's license. Ability and willingness to travel on a regular basis. Overnight travel for multiple nights will be required for in-person supervision of assigned team members, training, and/or meetings. Agency vehicle is provided, as available.
