BI-WEEKLY SALARY HIRING RANGE:     $1,986 - $2,384        Grade 10   Non-Exempt

GENERAL DISCRIPTION OF WORK:

Under the general supervision of the Zoning and Development Director, this position involves a combination of field and office related activities relating to the administration and enforcement of the zoning code.  The position answers questions from the public and/or departments, regarding zoning issues, provide customer service and office support in the office. Work is performed in a general office environment. Must be available to work some evening and weekend hours as necessary, including attending some evening Planning and Zoning Commission and City Council meetings.  

Planner duties 70%

  • Review, research and prepare zoning requests;
  • Perform routine planning tasks and duties, as assigned;
  • Assists in reviews and updates of the Zoning Code, Comprehensive Plan, and other special land use plans and studies (neighborhood plans, downtown plans, economic studies, demographic studies, design guidelines, transportation studies, etc.), as assigned;
  • Investigates Zoning Code compliance complaints, as required;
  • Answers planning and zoning commission, other department and public inquiries regarding planning and zoning issues and/or zoning requests;
  • Assist with response to zoning complaints; conduct visual inspections, take pictures and communicate with the complainant and the citizen committing the zoning violation, may testify in court.

Other duties 30%

  • Maintain database of prior complaints, site visits, and actions taken;
  • Prepare case files and provide complete documentation to support citations, legal pleadings and or revocation of permits and/or license;
  • Coordinates with other departments if violation involves other issues that may be of concern;
  • Follows up with inspections when necessary;
  • Works with City Attorney if complaint is not resolved within established time period.

QUALIFICATIONS: Applicants must have a high school diploma or equivalent; preference will be given to those with a Bachelor’s degree in Planning or a related field; or any equivalent combination of experience and training that provides the knowledge, skills and abilities necessary to perform the job.

Some experience in comprehensive planning, community development, and/or zoning compliance is preferred. Must be available to work some evening and weekend hours as necessary, including attending some evening Planning and Zoning Commission and City Council meetings.

Must have the ability to communicate logically and clearly, both orally and in writing. Must have a strong attention to detail; ability to demonstrate politeness, empathy, and respect in dealing with citizens and/or City staff. Must be able to read and understand laws and regulations (City Code).  Must have the ability to prioritize, organize, and perform work with minimal direction, and be able to work with frequent interruptions.
